I had looked at Scotland act too recently & saw this too. We have more powers than we are allowed to act on because that Viceroys interests are not ours!

I tend to think when the so called Scottish politicians working for England's government reveal their incompetance, the Scottish govenrment is portrayed as an embarassment, just look at the weasels during FM questions at Holyrood. Scotland is a colony, otherwise why would there even be a Sec of state for England in Scotland...
