The lamestream western media’s jubilation over Ukraine’s Operation Spider’s Web drone attack on Russia’s strategic nuclear bomber fleet deep inside the country is not only ignorant but deranged.
This is insanity. We live in a world governed by idiots and war criminals. Now we have to hope that one of them - Putin - is less insane than the others, and will consider these attacks as part of Ukraine’s negotiating strategy and not respond with nuclear weapons.
I think President Putin will be restrained, again. But he's under increasing pressure from the Russian public who are absolutely furious at the repeated attacks and betrayals from the West. There's no political solution to the Ukraine war anymore - just military. And Russia will prevail and will be fully supported by the Russian People.

The Russians more or less blamed the UK for these attacks but still our intensely Russophobic elites insist on their game of Russian Roulette, counting on NATO Article 5 to trigger direct US/NATO involvement. I scanned the two links you provided regarding START, and in neither did I find any reference to bombers having to stand out in the manner they were to comply with the treaty.

Although START-3 has no explicit requirement that strategic nuclear bombers be kept visible, the reason both Russia and the US don't keep their bombers in hangars but in full view is because a key element of the treaty is transparency. Keeping them in the open makes it easier for each side to verify the numbers via satellite or physical inspection and helps reduce distrust and prevent escalation. I found this which is in the START-3 treaty that corroborates the bombers must be visible "transparency measures, a commitment not to interfere with national technical means of verification, the exchange of telemetric information, the conduct of on-site inspection activities, and the operation of the Bilateral Consultative Commission (BCC)."
"Verification and Transparency: The treaty contains detailed procedures for the implementation and verification of the central limits on strategic offensive arms (discussed above) and all treaty obligations. These procedures govern the conversion and elimination of strategic offensive arms, the establishment and operation of a database of treaty-required information, transparency measures, a commitment not to interfere with national technical means of verification, the exchange of telemetric information, the conduct of on-site inspection activities, and the operation of the Bilateral Consultative Commission (BCC)."
The pertinent parts seems to be Article X on page 13, not interfering with the ability for spies and spy satellites to verify (described as 'national technical means').
If those satellites only operate in the optical band, then the planes couldn't be totally under hard covers, and until the mass use of cheap drones for warfare, there was no need for anti-drone defenses.
I expect the USA and RU will now instigate such defenses, while preserving the ability to spy on them, if the treaty is re-activated and extended beyond next year. Interestingly RU has suspended the treaty, while apparently still observing its terms, so the treaty is both operative and inoperative!
An earlier article in the treaty requires that the deployed heavy bombers have to be at notified airbases, but others (non deployed) can be at repair/service and manufacturing sites.
Note also that there was a much earlier (a year or two ago) attack by UA on RUs strategic radar establishments. One can understand why UA is targeting both of these these establishments, simply because it will force RU to expend resources and effort in defending them.
