Probably a case where popular sovereignty could and would deliver a good result. Think of other example of popular sovereignty/referendum in recent history which did the exact opposite...

Devolution was designed to do just that, keeping Scotland shackeld in order to keep taking Scotland's vast resources, revenues and land etc.

Hetty is 100% correct. Devolution is merely an extension of Colonial Administration as developed by Luggard.

See https://www.swarthmore.edu/SocSci/tburke1/8bsyllabus/dualmandate.html

And you will find

"The native treasurer keeps all accounts of receipts and expenditure, and the Emir, with the assistance of the Resident, annually prepares a budget, which is formally approved by the Lieut.-Governor."

The Scots are the "natives"

The Liet-Governor is Alister Jack

The Emir is Humza

Time also for Alex Salmon to "man-up" and admit Devolution is now, as it has always been, a colonial control method bent on territorial wealth extraction, not any form of democracy for the Scots "natives".
